Windows Server Active Directory Can’t Move User, “Windows cannot move object because: access is denied”

The Protect object from accidental deletion option is probably enabled.

Right click the PARENT OU which contains the object and select View > Advanced Feature
Open the OU
Right click the object and select Properties
Click the Object tab (upper right)
Uncheck the Protect object from accidental deletion
