Windows Server 2019 Excessive RAM Usage and the process list doesn’t add up.

I has a server more than double it’s memory usage overnight. No patches, updates, or changes were made. But, there was a power outage. Task manager displayed 32 of 48GB was being used and adding up the process list came up to 16GB. 16GB was being used by a process.

After rebooting, watching the memory utilization, memory usage increased 100MB approximately every 30 seconds. None of the running applications showed an increase in working memory.

msconfig, disable all services. Rebooted. Memory still creeped up.

Ran chkntfs /x c: Rebooted. Memory still creeped up.
Ran chkdsk /f c: Rebooted. Memory still creeped up.
Ran sfc.exe /scan now Windows Resource Protection did not find any integrity violations.
Ran DISM.exe /Online /Cleanup-image /Restorehealth Fixed!  Memory is slowly being deallocated and returned to the pool.

Run msconfig, enable all previous services. Reboot.
